How To Annotate An Image On Windows

We don't use windows at POW and I personally haven't used since the Windows Vista release in 2006, so I'm not an authority on this. However, I've done some research for you and read that MS Paint may be a good option for annotating images and it comes on every machine. This is the best article I could find on the subject but I haven't tested it.
